Effects of Market Shocks on the Rice Supply Chain in Samsun Province and the Importance Levels of Market Shocks by Actors

Abstract

This study aims to (i) determine the impact of market shocks on transaction costs and the incomes of supply chain actors within the rice supply chain of Samsun province and (ii) evaluate the significance levels of these shocks across different supply chain actors. Research data were collected from paddy farmers, rice millers, wholesalers, and retailers through well-structured questionnaires. Secondary data from the Turkish Statistical Institute (TÜIK), the World Bank, the Food and Agriculture Organization (FAO), the Central Bank of the Republic of Türkiye (TCMB), and the Turkish Grain Board (TMO) databases were also utilized. The Analytic Hierarchy Process (AHP) was employed to determine the relative importance levels of market shocks for each actor. The research findings showed that the impacts and significance levels of market shocks varied significantly across the actors of the rice supply chain in Samsun. The adverse effects of market shocks were most acutely felt by paddy producers and rice millers. The study identified that a heightening vulnerability within the regional rice supply chain and rice supply chain actors faced with substantial income risks. Furthermore, the results underscored that access to finance, input subsidies, and technological mechanization were of strategic importance for enhancing supply chain resilience. Compensating for the negative impacts of aggressive production cost increases through target-oriented subsidies, providing energy incentives, developing rational inventory management models, and ensuring the direct integration of producer cooperatives into retail chains could mitigate the short-term negative effects of market shocks. To strengthen long-term resilience, strategic collaboration models among stakeholders should be encouraged, and green and digital transformation processes should be addressed synchronously through a twin transition perspective along the rice supply chain.
