Evaluation of livestock policy in Turkiye in the context of the asymmetric relationship between red meat prices and red meat production

This study comprehensively assesses the status of the Turkish livestock sector in relation to red meat production, availability of livestock, support policies and foreign trade practices. Structural problems within the sector, particularly the slaughter of female animals, difficulties in obtaining young animals and imbalances between suppl and demand, exert considerable pressure on red meat prices. An important contribution of this study is to analyze the short- and long-term relationships between red meat production and prices using the asymmetric VECM model. The results show that the effects of production increases and decreases on meat prices are different in terms of direction and magnitude; in other words, there is an asymmetric impulse-response mechanism in the market. In particular, negative production shocks have a stronger and more lasting effect on prices than positive shocks. The study also emphasises that current support measures are implemented without sufficient consideration of regional needs, resulting in limited effectiveness in increasing production efficiency. The study underlines the need for a long-term, producer-centred policy that prioritises security of supply in the interests of the sustainability of the red meat sector.
